113 members of the House of Representatives have called on Speaker Aqila Saleh to halt the approval of the budget for Belgassim Haftar’s unmonitored reconstruction fund, stressing that Tuesday’s session did not meet the legal quorum.

In a statement, the MPs clarified that Monday’s session was officially adjourned at the end of the day, and any subsequent meeting would require an official invitation and the presence of a legal quorum—conditions that were not met during Tuesday’s session.

The statement added that during Monday’s session, the House approved the formation of a committee to review the proposed reconstruction fund budget and to present its findings in the next session after receiving the report. The session was then adjourned. The MPs emphasized that it would have been more appropriate to await the committee’s findings before reintroducing the proposal.

The statement confirmed that no more than 25 MPs attended Tuesday’s session, a number that does not, in any way, reflect the will of the House or its broad geographical and societal representation.

The MPs also pointed out that the legal and technical objections raised during Monday’s session remain unresolved and have not been addressed.

They called for the referenced session to be deemed legally void and urged relevant authorities—chief among them the Central Bank of Libya—not to implement any decisions or measures issued from it.
